We are engaged in manufacturing and supplying of Staff Development Programmes in Libraries Book in Delhi, India. Libraries, though service institutions different from profit-oriented business houses, can not be exception to Quality Performance Management. Of all the resources of an organisation, the human resource is the most critical and important resource. It implies that the progress and goodwill of the organisation depend on the ability to utilise human resource to the maximum potential, and whenever and wherever the situation demands to adopt and deploy all means and methods to develop the potential. Manpower and organisational behaviour are the major factors responsible for work output and quality performance. Human resource consists of heterogeneous groups of workers with different levels of individual's performance depending on the social back ground, education, training, attitude and skills. It is a common experience that different workers perform differently the same job; a worker may perform good a particular job but may fail to perform some other job not so good; and the reasons may be various, such as, some specific skills and abilities of the worker, education, training to do and/or not to do some job with excellence.
