I hope my this question, fetches me some good & helpful answers & also educate others who are new into the trade.
First some history of the problem, I started business with a buyer in Philippines on DA terms, of course I got the risk covered through ECGC. Initially things were smooth, but then recently the buyer is raising unjustifiable quality claims and has also holed payments for the same.
I contacted ECGC and was very very disappointed to find that ECGC doesn't cover for quality claims. They said it is something which we should sort at our end. So now if the buyer is delaying the payment though I have filed a complaint through ECGC, I am doubtful on what it could offer me. So dear friends do let me know how do i get out of this catchy situation.

Tell ECGC that if the buyer is not satisfied with the quality we would like to import the goods back. or sell the goods to some 3rd party in Philippines. don't tell ECGC that it is a quality issue. tell them that buyer is not ready to make the payment. IF this don't work there is no other way.
