TOPIC : Dilemma on sending samples to a potential buyer

Last week ,a potential buyer from Zhengjiang province of China asks us to send him a sample. In my opinion, buyers from Zhengjiang province usually ask for sample and doesn't place the order. They just need sample to make the mould and now he calls me to send the sample everyday. What can I do? Because I'm not sure what his real motive is.
