TOPIC : Responsibilities of freight forwarder

I engaged a freight forwarder to send two air consignments and he took one week to send the consignment from his godown. One was for Dubai and another for London. When I received the bill, I was surprised to see that he increased the value by 70% from the agreed value.

He has one sea consignment with him and I am afraid that, he may not give documents of sea consignment and he may force me to pay the extra money.

Is there any way, where I can make him to received the normal charges or even if I am forced to pay, later I lodge complain with a competent authority about his behaviour?
