Hi.
We have been informed that the Indian Customs has come out with a new circular which states that Customs officers are not necessarily required to sign the SDF forms which are in lieu of the GRs even if the value is more than USD 25,000 because the officer by signing the LEO is confirming that he/she has accepted the value of the shipment and should be good enough a proof for the Bank whilst submitting documents for negotiation.
Would like to know if anyone has heard of this. I have been told it is a recent development.

Yes, While issuing the circular changing GR Forms, the Customs Notification informed all customs authorities to accept the Form SDF and allow shipments. Initially the customs authorities signed in Form SDF also and gradually gave up the practice of signing in Form SDF saying how much papers we have to sign! This is the position now.
