TOPIC : Focus Market Scheme (FMS)

I am a SSI manufacturer-exporter of Cast Iron Weights. Being lured by the Focus Market Scheme (FMS), i exported our WEIGHTS rto Namibia in 2008 giving extra discounts to the importer.
In 2010, I applied for FMS benefit against the said export to Namibia. Our application is going to be rejected due to lack of PROOF OF LANDING in terms of para 3.8.2 of the Handbook 2009-2014.
Procuring proof of Landing in the focus country is practically not possible and we now feel being cheated.
What should we do?
