Off late all of us must have heard various stories towards SEZ's. It has been in news for one reason or the other. The Indian policy-makers are hell bent on proving that the SEZs in India will bring miraculous boom just the same way as in neighboring China. China planned SEZ 3 decades ago & since than created various areas as open economic zones & took advantage of them by using them as platform to experiment with reforms directed towards market development, which offers on board companies competitive advantages viz a viz in technology, labor & investment capital. The true success story can be attributed to Pudong - Shanghai. Shanghai today has emerged as one of the major economic, trading and financial centre for entire Asia. Success mantra for these SEZ's has been clearly infrastructure, easily laid out procedures & above all easy to operate working environment which is key for any co's success. This attracted millions as global investments which paved way for the success of SEZ's
India if really want to achieve its mark in this area need to stress on the quality of the infrastructure instead of just offering incentives & should look towards development of few regions to be be developed.

I would add that before India embark on this journey of having SEZ's all over, I have heard many today question's the very need for the SEZ's in the country. Their point – whole of India should be treated as SEZs and this dividing factor be done away with. Units in SEZs enjoy a tax holiday in their first five years and 50 percent exemption in the next five. All imports into SEZs are duty-free. If one is more critical, he can question as to why create a special class of units which divides producers and consumers? India today has a growing domestic market that deserves equal policy emphasis. Policy makers kindly dwell on these & than take a step ahead.

It has worked for China but as an Indian exporter would like to know that does SEZ's or SEZ's ACT will boost our Exports & our potential?

Indian govt. is moving towards giving an environment for exports to companies through these SEZ's.Continuing with the sops bestowed upon the SEZs,the government in a bid to step up investment flows into these zones and to make India a manufacturing hub, announced the long-awaited SEZ Act,2005 and SEZ rules,2006. The new SEZ rules, among other things, provide for drastic simplification of procedures and for single window clearance on matters relating to central as well as state governments.
The government expects investment of Rs.100,000 cr. over the next 3 years with an employment potential of over 5 lakh from new SEZs, besides indirect employment during the construction period of the SEZs.The SEZ rules, apart from the single window clearance, provides income tax exemptions, no requirement for providing bank guarantees, contract manufacturing for foreign principals is allowed, provisions for setting up multi-product, product specific and service sector SEZs. Things are Happenings.

I just read this which i think is really a good thing.
The Ministry of Rural Development, has suggested that people whose lands are acquired for mega projects should get jobs in the new industries established on their land or equity shares and job to one person from each displaced family in that company. The package will ensure rehabilitation by means of compensation in the form of several options. It is noteworthy that the objective of draft policy for rehabilitation of those affected by SEZ and industrial projects is to first rehabilitate the people before they are displaced

Lot has been discussed about SEZs, but what about the thousands of Export Oriented Units (EOUs) that are present in the country. Has the issue been swept under the carpet? Without doubt the 100% EOUs are growth engine of exports although the government, instead of encouraging to start EOUs, are offering special schemes to rehabilitate or re-vitalize the existing EPZ/FTZ units by converting them into SEZ units.
The 100 percent EoUs are finding the going tough with the advent of the SEZ Act, as the latter enjoy more benefits than the former, resulting in an uneven level field when the overarching objective of both remains to achieve higher export growth. And figures tell me that exports from EOUs far exceeds exports from SEZs. So what's your take? I think SEZ is just a small part in the Indian industrialization story. While companies are enjoying sops in SEZs, can we turn our focus to EOUs?

I have been told only new units can be setup in SEZ. We cannot relocate our existing unit to a SEZ is that correct?
