If I already made high seas sale contract with original importer when goods are in sea transit. May I make another high seas sale contract with my next local buyer before filing Bill of Entry with customs?

If you wish to resale the goods for whatever reasons, you can, but if your first High Seas Sales contract is registered with customs. The landed cost of the imported goods will be very high.

Unless you get your earlier contract cancelled with the mutual consent of your first buyer, I do not think, you can go for another sale contract. If you do this, it will be treated as double selling of the same products which is illegal.
