Why are buyers not responding to my quotations for their inquiries even though I am giving them the best, low quotations?

There may be several reasons: 1. maybe the purchasing info is too old, 2. there are too many sellers to send the quotations to the purchaser, 3. The purchaser changed his purchasing plan, 4. the purchaser was in a journey outside, so he couldn't check his email. In brief, there can be so many reasons, for I've met these situation many times.

As Ms. cathy said, there may be abundant of people submitting the quotes. Further you should be able to project your product and the services in a manner which would appeal the buyer and should have a feel that amount spent by him will be fully justified by purchasing your product. First understand what buyer requires out of his query and submit your quote accordingly, after careful evaluation of your prices worked out.
