Those mails are like Nigerian Scam. These days they are operating worldwide.
Please don't respond and simply ignore those mails.

Best way is to delete all such spam or junk emails.
Even if you reply / respond then it confirms that your email ID is valid and then you get more junk emails. So just hit the delete button or add them as junk sender in your email client.

In the year 2003, i did receive similar email declaring huge prize money from similar lottery company located in Spain. They even showed their bank details as a proof. To transfer this prize money they then asked for a processing fee of a few thousand US dollars.
I grew suspicious and then advised my friend in Spain to contact the person who had been making phone call for processing fee remittance also giving him the address.
He then found out the address located in a slum in Madrid and trying to cheat me.
Please never reply to such emails and delete the same immediately. Never ever look for such cash which comes easily. Best is to work and earn the deserved money.

Best way is to delete these mails. Can anyone tell me that how these people get email ids? Is there any agency, who can catch, arrest and prosecute these people.

As all have mentioned, these are mails from different parts of Nigeria. They even copy banks letterheads to give an authentic look to their claim. One thing to understand that in this world nothing is free. even your own parents expect you to take care of them once you are grown.
These type of mails are just to lure people and make some easy money by cheating.
So take care to just delete these without answering and block the sender for ever.
This will gradually reduce quantum of such mails coming to your e mail boxes.
How they find out the e mail address is mainly through the person identifying system of service providers.
Only these service providers can take some initiative to block such mails. Get in touch with the administrator of such providers.
