Answer
Any substance that is marketed for use in a drug and, when used in the manufacturing, processing, or packaging of a drug, becomes an active ingredient or a finished product dosage form of the drug is referred to as a bulk drug substance. Intermediates used in the synthesis of such substances are not included in the definition.
