Answer
Any substance that is marketed for use in a drug and when used in the manufacturing processing or packaging of a drug becomes an active ingredient or a finished product dosage form of the drug is referred to as a bulk drug substance. Intermediates used in the synthesis of such substances are not included in the definition.
