TOPIC : What should be done if suppliers form a cacus & manipulate quotations?

Some times many suppliers get together, form a cacus and manipulate rates of the items. The situation gets worsened when these suppliers are duly approved for a particular product and manufacturer has no choice of getting new vendors immediately without time and cost implications. Sometimes customers make it binding on manufacturers for use of products of a handful suppliers and when these suppliers manipulate the rates by joining hands. What should be done?
