Red tape and lengthy formalities in govt. offices have scared away many a businessman. Many exporters and importers run up against a stone wall due to slow processing and extensive paperwork. There have been times when businessmen have lost heart and even given up hope of getting things done, owing to this red tape in the administrative machinery. However, help is now round the corner. The Right To Information (RTI) Act is a tool with which we can question the authority concerned and get the information we want. The Act empowers citizens to question the government, inspect their files, take copies of government documents, and also to inspect government work.
The Right to Information Act 2005 is a law enacted by the Parliament of India giving citizens of India access to Govt. records. Under the terms of the Act, any person may request information from a public authority which is required to reply expeditiously or within thirty days.

Yes you can. I would advice you to contact the following officers of the Central Excise Commissionerate Delhi-I who have been designated as Central Public Information Officer (CPIO) and Assistant Central Public Information Officers (ACPIOs) to provide information under the RTI Act, 2005:
CPIO:

I can give you certain examples where citizens have reaped the benefits of the RTI Act. For instance, almost 200 people got their individual grievances resolved in Delhi Vidyut Board within a matter of few days of filing applications under RTI Act. Grievances of a number of these people were pending for the past several years for expectations of bribes. People got new electricity connections, faulty meters were replaced, wrong bills were rectified. RTI did wonders for all these people. In another instance, an NRI has used the RTI Act to get his income tax refund without bribing. After waiting for five years without any reply from the income tax office, 60-year-old Tushar Dalvi, an NRI living in Mumbai, filed an application under the Act and got his refund in a week.
RTI is a fundamental right of every citizen buried by the red tape and corruption. I think we need to have faith in the act. Most of us shy away saying that nothing will happen, but I think we must give it a try.
