TOPIC : Sale of excisable product

One small entrepreneur does not have excise number.
He has purchased excisable product from excisable unit and paid duty thereon.
Now he wants to sell this to another excisable unit.
My question is whether this is legally possible and if yes then what about the duty he has paid to excisable unit?
