Harness is necessary for belts because it enables engineers or workers to move freely while working. This is tied to the belt and in case of sudden free fall of the worker the harness transfers the load of the worker to the belt. Therefore the harness holds the belt firmly and the belt in turn bears the weight of the wearer who is slipped off from its normal position.
