Q. Does a fan regulator reduce power consumption along with the speed?

Answer

The old fan regulator used resistors, but the new-type (capacitive fan regulator) uses capacitor to control the voltage and speed of the fan. So, it does consume less power because the capacitor do not get heated and hence save electricity. Moreover, the power consumption is same irrespective of fan's speed.
