Non-penetrating moisture meters measure moisture in a different way and for a different purpose, but metal also causes them to give false-positive readings because it impedes their ability to locate moisture's presence. Condensation forms on cold surfaces because of the relationship between temperature and humidity. When testing material, a thin film of moisture might form if the test environment and the material are at different temperatures.
