In terms of functionality both are same as they are designed for instant relief from body pain. But the physical form is different. Pain killer oil is in liquid from whereas pain killer balm is in cream form. Application of the two products is also different. Oil is massaged for some time on the affected areas while balm is rubbed for a few seconds.
