It's up to the individual and local water restrictions whether the lawn roller is filled with loose sand or water. The usage of water may be limited due to a drought, thus sand can be substituted. In this way, a user lawn roller will have less of an effect on the natural world. In the event of a drought, or if sand is easily accessible, a user can fill the lawn roller with sand instead of grass clippings.
