Introduction

Around 32 million metric tons of ferrous scrap was used by essential and auxiliary steel producers in 2019, up 11.4% from the previous year, according to the International Trade Administration.

What is Mild Steel (MS) Scrap?
 

Low-carbon steels include mild steel, one of several types. Carbon steels are alloys that improve upon the characteristics of pure iron by including a little amount of carbon (up to 2.1%). The amount of carbon in steel varies with the purpose for which it will be used. Steels with a carbon content of 0.05 to 0.25 percent are considered low-carbon steels.

Methods to import MS Scrap 

 ‘Freely’ All of the above-mentioned types of shredded metallic trash and scrap may be imported into India through any of the country's ports, with the following restrictions:

At the time of clearance, the importer must provide the Customs with a pre-shipment inspection certificate from one of the Inspection & Certification agencies listed in Appendix-2G stating that the shipment was inspected for radiation levels and that the ms scrap does not contain radiation levels (gamma and neutron) above the natural background. A maximum radiation level for the scrap and the local background radiation level must be listed on the certificate.

A copy of the agreement between the importer and the exporter stating that the shipment does not contain any radioactively contaminated materials must also be provided.

• All goods imported from Yemen, Bandar Abbas, and Hodaideh, Iran will be in ripped condition exclusively.
• The following requirements shall apply to the import of un-shredded compressed and loose forms of metallic trash, scrap described in paragraph 2.54 above in:-

Importers must provide a pre-shipment inspection certificate to Customs in the form specified in Appendix 2H, issued by one of the Inspection& Certification agencies listed in Appendix-2G, stating that the shipment does not include any radioactive materials or weapons of any kind. 

This includes both new and used ammunition, mines, shells, cartridges, and other forms of explosives. The certificate must specify the maximum radiation level present on the scrap, as well as the value of the local background radiation level.

No exceptions, including EOUs and SEZs, will be made to the following list of ports for the import of scrap: -

What is Scrap Metal Recycling?
