TOPIC : Pending LC payments

i came to know that USD transactions is banned by USA embarked over Lebanon, Syria, Israel. My buyer wants to give in USD only, and secondly the bankers in those countries not honoring LC by saying this and that reason, so as to drag on the matter up to period lapse of LC. So the total payment was cheated by buyer and bankers both. If this occurs how to release the LC payments from bank, give all possible views, how to do business with Lebanon? Also the best bank in Lebanon.
