The best term of payment is TT,is fast and simple.

"payment by L/C before shipment date" means before shipping,the buyer should pay the amount according to L/C.

Regarding Safest and best payment term is L/c.
As per my knowledge, the payment by L/C before shipment date means payment will be released by your bank before shipment but the seller will receive the payment after submitting the documents to his bank.
