TOPIC : Exporting of common seeds to India

I export seeds to India for the specific purpose of having an Indian company make a product for me with the seeds embedded. Then they ship the finished product back to me. Unfortunately, they have been unable to procure an import license, as the government deems it for consumption. But it is not for consumption, as the seeds are returned to me in the finished product. Does anyone know how I can assist my Indian vendor to make this easy?

You can find many of the seed supplier in Trade India & APEDA.
